Role Description:
• The Consultant will develop the concept and content for a Transmission Interconnector Feasibility Study Playbook, which will serve as a guide for ASEAN ministries and utilities to progress future feasibility studies for technically-viable overhead and subsea interconnectors identified through the AIMS III Study. The Feasibility Study Playbook will provide step-by-step guidance on procuring and applying interconnector project pre-feasibility and feasibility studies (including MOUs, sizing, routing, siting, ESG, costing and cost allocation, permitting, pricing, risk analysis, commercial arrangements, and financing).
• In developing the FS Playbook the Consultant will work coordinate and work closely with SPP’s international organizational partners including UNESCAP, Green Grid Initiative, the ASEAN Centre for Energy (ACE), Asian Development Bank and Energy Transition Project.
• The Consultant will assemble and document leading interconnector project FS practices through a combination of: (i) desk research; (ii) interviews with leading consultancy experts providing FS services in the ASEAN region, especially for the PLN-TNB, Vietnam-Singapore, Borneo-Indonesia-Malaysia-Philippines and Indonesia-Singapore connectors; and (ii) discussions with FS consumers including Utilities, Ministries, and Regulators.
• The Consultant will work with other SPP staff and consultants to prepare the draft FS Playbook and then circulate for review and comment to SPP’s international organizational partners.
• The Consultants will use the results of the FS Playbook to deliver a workshop with potential donors interested in funding FS studies as a means of disseminating leading FS practices to potential FS funder, as part of ACE’s efforts to develop grant or other financing for a pipeline of additional high-priority interconnector feasibility study opportunities.
• The Consultant will co-deliver trainings and capacity building workshops for utilities, regulators, and ministries on the feasibility study process and requirements. The workshops will be held in coordination with potential donors and commercial lenders to build capacity for both borrowers and lenders on key transmission finance issues – such as risk mitigation, ESG, subsea connector financing, capacity cost allocation, dispute resolution, wheeling arrangements, and private finance.

คุณสมบัติผู้สมัคร

1. Bachelor’s Degree in Engineering, Economics, Energy, or Energy Studies
2. At least 10+ years of experience working as a Transmission Engineer with some experience in public-private sector engagement.
3. 5+ years of experience with designing, developing, mobilizing, and executing power transmission feasibility studies and project development.
4. Knowledge of the Southeast Asia power transmission and interconnector landscape, including costing, opportunities, challenges, and private sector stakeholders.
5. Based in Southeast Asia.
