I. INTRODUCTION
This position is located in the International Law Enforcement Academy (ILEA) Bangkok, Thailand. The goals and objectives of the ILEA are to support criminal justice institution-building in Asia, with an emphasis on rule of law, and strengthening partnerships and cooperation amongst law enforcement communities in the region. Law enforcement training addresses problems such as narcotics, terrorism and other transnational crimes, and will promote the use of global crime-fighting tools such as mutual legal assistance and extradition. The ILEA prepares experienced law enforcement professionals to fulfill their responsibilities in a safe manner and at the highest level of proficiency. Training programs consist of a core Supervisory Criminal Investigators Course and Specialized Programs from Arson investigations to Tactical Planning and Operations.
The primary purpose of this position is to provide interpretation services during training courses, meetings and conferences; provide translation of training and academic documents and other translation/interpretation services as required by ILEA in support of the goals and objectives.
II. DEFINITIONS
Simultaneous Interpretation – working in conference or classroom, the interpreter sits in a soundproof booth and immediately converts what is being said, so listeners hear the interpretation through an earpiece (headphones) while the speaker is still speaking.
Consecutive Interpretation – the speaker will pause after each sentence or point and wait whilst the interpreter translates what is being said into the appropriate language.
Liaison Interpretation – the interpreter translates every few sentences while the speaker pauses. The interpreter is present to support and ensure understanding of people who are not fluent or the language being used is their second language.
III. MAJOR DUTIES AND RESPONSIBILITIES
The incumbent serves as a Simultaneous Translator responsible for simultaneous, consecutive, liaison and document translation from English into Vietnamese and vice versa and interpretation of events within American and other cultural contexts for formal and informal proceedings for all required sections of the International Law Enforcement Academy. Additionally, the incumbent is to assure that participants and others have a clear and accurate translation of verbal interaction and written materials involved in the overall objectives of the ILEA. This shall include but not limited to: curriculum such as power points, student texts, handouts; orders, notices, petitions of legal and/or medical nature, certificates, letters or other materials deemed essential to carry out the mission and objectives of the ILEA.
Any other duties as assigned that are deemed necessary to carry out the mission and objectives of the ILEA.
IV. FACTOR STATEMENTS
Knowledge Required by Position
The courses taught cover subject matter involving highly complex law enforcement techniques, operations and issues. Changes and modifications create a responsibility on the part of the incumbent to develop orientation to these changes to further facilitate the translation process. This will include:
• Assimilating speakers’ words quickly, including jargon and acronyms
• Analyzing sentences expressed in one language and explaining them using another language.
• Building a list of specialized vocabulary banks.
• Using microphones and headsets.
• Organizing workload and liaising with internal sections of ILEA.
Other Facets
The incumbent works under the general direction of the Chief of Academic Affairs who provides broad objectives and goals with wide latitude for their accomplishments. This control will be closely monitored and assisted by the Deputy Program Directors assigned to ILEA.

Physical Demands
The work is typically sedentary in nature. However, there may be some periods of standing and/or walking with participants during training. Travel may be required.
Conditions of Employment

The normal working hours of the Employee will occur Monday to Friday between 0730-1930 hours for a total accumulation of 40 hours worked each week for the agreed upon salary. There will be occasional events planned outside of normal business hours requiring the employee’s attendance. Compensation for these required events will be made through overtime pay per Thai regulations and/or flexible time-off dependant on ILEA course schedules. Holidays are set forth and announced annually by the Academy at the number no less than that specified by Thai laws. Additional leave days and flexibility may be granted by management.
There is a medical supplement paid by ILEA. Additional benefits will include some annual leave, business leave, flexible work schedule, some travel, and receive compensation awards based on budget constraints and superior performance.

4. Ability to communicate in writing to formulate recommendations and proposals; write directives and standard operating procedures.
5. Ability to establish and maintain effective interpersonal relationships with representatives of international organizations, employees of the ILEA, and a broad range of individuals from diverse cultures and backgrounds to diplomatically and effectively resolve problems of a sensitive nature.
6. This position is subject to initial and random background investigation and visa clearance and acceptance.
